How can I mark if I want one of my tasks to be public/added to User tasks?

How I know, you have to set min 10 tests, to set up the grader, write the text. Then i guess the moderators test it, and then you have to wait for admin to make it public. That's my suppose.
Which task is that ?

Hmm.. It seems that algorithms I did not intend to pass, pass. Should I lower the Time limit? What if I do that, will the solutions be retested?
no, they will not be retested.
