Why the time limit is 0.2s and some people solved it for about 1 s. Now, I got Time Limit Exceeded.

The given Time limi is just for 1 test case. The time of your solution are all those times together. So you can have each test case work for 0.19 s x 10 samples equals to 1.9s.
0.2 is accepted time too, I think.
It is, but i just said 0.19 for example
