well u have to put the fence in a square so that it has integer size perimiter and covers the are of p
so p=20
for perimiter of 18 u have p=sqr(18/4)=20.025>20
so it covers the area of 20
can u have a smaller perimiter for instance 17
p=sqr(17/4)=18.0625<20 so u cant use wire any shorter than 18 so the answer is 18
but i think the other test case is wrong cause u have p=7 and the answer should be 12 not 16
