Maintaining law and order on conquered planets is much harder than conquering them, and Mrkvica, Terrifying space conqueror, Enslaver of worlds and Ruler of galaxies, knows that the best. Afraid of a rebellion, which his political opponents would use to seize power for themselves, he ordered all communication between inhabitants of his empire to be recorded. Secret agents record all conversations and send them for further analysis at the Centre for Prevention of Rebellions (CFPR).

Many of his enemies were thus caught and are now spending days on conditional discharge, regretting their past actions. However, some of them remain elusive to the agents due to their use of encryption. All their conversations are encoded using LameEncrypt and are impossible to read and understand for someone who does not posses the key of the encryption. However, the single flaw of LameEncrypt is that it is still possible to determine how "rebellious" the encrypted conversation is, even without breaking it. As it is widely-known, if a coded text (by LameEncrypt) has long repetitive parts, then it is most likely a conversation between rebels.

Delighted with the above information, Mrkvica, Terrifying space conqueror, Enslaver of worlds and Ruler of galaxies, has asked BHOI team to analyse some of the coded conversations until Saturday. But since BHOI committee has been busy with... important stuff... the task was handed over to students-competitors..
